In Germany, most of the Universities are state funded and hence the only costs involved are the processes before getting a license. Not only that, but you could also start receiving a stipend within a year of moving here. Merit is the only criteria for admission & there is no management seat or favoring involved. According to German law, universities are not permitted to discriminate against or grant preferential treatment to persons on basis of race, ethnic group, gender, or social class.
